Does Google Forms save progress?

Yes, for people filling it in while signed in to a Google Account: Google says their progress is saved automatically as a draft for 30 days1.

How it works
- To get back to a draft, they reopen the form's link in the same Google Account.1
- The form's owner can turn draft saving off; people then see "Saving disabled" at the top of the form.1
- Offline, it doesn't save.1 After an "Unable to save your draft" error, closing the form can lose what they'd done.2
What about people who aren't signed in?
Google's article describes drafts for people signed in to a Google Account. We didn't find a Google page that says drafts are kept for anyone else, so if your form is for the public (customers, guests, people who may not have a Google account or may not be signed in), don't count on it.
Can you see answers people didn't send?
Google's help on viewing responses covers submitted ones.3 We didn't find a way for the owner to see drafts in Google's help.
